GRADE: Level-7

ROLE PURPOSE: Finance Officer (FO) is the key Project Office based staff of SDA-Right to Grow project. Primary responsibility is to ensure all financial dealings and expensed for the project with honesty and integrity. He/she will be responsible to bear the finance and accounts related works on behalf of the project of field office and necessary admin support services also. Under the direct Supervision from Project Manager (PM) all financial dealings will be happen in field. He will maintain liaison with SDA Head office finance Manager for official transaction and reporting

SCOPE OF ROLE:

Reports to: Project Manager(PM)

Dotted line management: Finance & Operation Manager of SDA and other key project team.

Dimensions: 30% of field visit required

Staff directly reporting to this post: N/A

Functional relationship: Union Coordinator (UC), Community Health Entrepreneurs (CHE) and relevant stakeholders.

 

KEY AREAS OF ACCOUNTABILITY:

  1. Implementing cash management procedures in order to ensure the highest control and security, assisting the Project Manager in the prevision of monthly treasury and planning in order to ensure the coverage of daily needs, advances on salaries, payroll, etc.
  2. Processing the payment to suppliers and keep strict on all documentation involved, informing the administration manager of any sort of disparity.
  3. Carrying out all accounting tasks and activities, classifying, preparing and filing of all accounting pieces in accounting software, in order to ensure strict control of all expenditures and the reliability of statements and documentation.
  4. Following up of all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative.
  5. Making all administrative information available to the staff (posting, meetings, etc.), supporting the Finance Manager SDA in translating documents into local language and assisting in meetings upon request.
  6. Any other administrative task delegated by the Finance Manager SDA.
  7. Specific Accountabilities:
  8. Assisting with the preparation of salary payments as required.
  9. Prepare, control and monitor cheque payments and bank transfers, and record transactions in the accounting system, ensuring all documentation and authorizations required to support entries are provided.
  10. Calculate relevant taxes (e.g., VAT and AIT) on payments made by cheque/bank and record payables in an accurate manner in the accounting system.
  11. Perform monthly reconciliations before closing the monthly accounts, manage bank reconciliations and monthly bank statements if applicable.
  12. Introduce all cheque request and ensure their payment.
  13. Prepare challans on a monthly basis for payment to the local tax authorities.
  14. Assist with the food pot calculation process (if applicable), including the booking of entries for expat subaccount contributions.
  15. Check the conformity of all payment documents (e.g. Invoice….) before payment

QUALIFICATIONS AND EXPERIENCE:

 

ESSENTIAL

 

Working Experience: At least 5years’ experience in NGO environment with position hold as Accounts or Finance Officer.

Knowledge: Should have clear concept on Community health issues and programs of Government in health facilities.

 

Skills:

1.      Good communication skills both in English and Bengali

2.      Should have ability to interpret report writing skills in Bangla and English

3.      Good Computer knowledge on MS-Word, MS-Excel, PP & Tally, VAT-TAX and other relevant  software is a must for this job

DESIRABLE

Academic: Master Degree or Bachelor(4years) degree from recognized University on Accounting or MBA Majoring Finance

Salary & Remuneration: 35,000.00/month (+/-)
