ROLE PURPOSE: Finance Manager (FM) is the key staff of SDA. Primary responsibility is to ensure all financial dealings and expensed for the Organization with honesty, clarity and integrity. He/she will be responsible to bear the all finance related works on behalf of the organization and necessary administrative support services also. The FM will ensure accurate, complete and reliable financial information is maintained in the financial system, and oversee effective and efficient control of project assets and cash flow to minimize receivables and currency revaluation losses etc. to ensure compliance with USAID HICRA and FIVDB accounting policy, donor requirements and generally accepted accounting principles.

Under the direct Supervision from Executive Director (ED) all financial dealings will be happen in field. S/He will maintain liaison with SDA’s other donor and project  and other entities subordinating  several project finance and accounts for official transaction and  timely reporting

SCOPE OF ROLE:

Reports to: Executive Director(ED)

Dotted line management:  All Finance & Administration and Operation staff of SDA with different  project team.

Dimensions:20% of field visit required

Staff directly reporting to this post: All Accounts and Finance Officers including admin officers

Functional relationship: Program Manager-Operations of SDA, Finance, Training, Admin& Logistics Officer

 

KEY AREAS OF ACCOUNTABILITY:

1.Implementing organizational cash management procedures in order to ensure the highest control and security, assisting the Executive Director and relevant Project Leads  in the prevision of monthly treasury and planning in order to ensure the coverage needs, advances on salaries, payroll, etc.

2. Ensure Organizational and project Audit in line with NGOAB and donor compliance  and implemented

3. Processing the payment to suppliers and keep strict on all documentation involved, informing the administration manager of any sort of disparity

4. Carrying out all Financial and accounting tasks and activities, classifying, preparing and filing of all accounting pieces in accounting software, in order to ensure strict control of all expenditures and the reliability of statements and documentation.

5. Following up of all expiring rental contract dates and inform the Administration Manager in order to leave enough time to arrange a renewal or look for some other alternative.

6. Making all administrative information available to the staff (posting, meetings, etc.), supporting the Finance Officers accountants in translating documents into local language and assisting in meetings upon request.

7. High level administrative task delegated by the Executive Director & Program Manager, SDA.

8. Overseeing the preparation of salary payments as required.

9. Prepare, control and monitor cheque payments and bank transfers, and record transactions in the accounting system, ensuring all documentation and authorizations required to support entries are provided.

10. Ensure relevant taxes (e.g., VAT and AIT) on payments made by cheque/bank and record payables in an accurate manner in the accounting system.

11. Supervise monthly reconciliations before closing the monthly accounts, manage bank reconciliations and monthly bank statements if applicable.

12. Ensure introduce all cheque request and ensure their payment

13.  Supervise to Prepare challans on a monthly basis for payment to the local tax authorities.

14.Check the conformity of all payment documents (eg: Invoice….) before payment

QUALIFICATIONS AND EXPERIENCE:

 

ESSENTIAL

 

Working Experience: At least 10years’ experience in NGO environment with position hold as Finance Manager or Manager Finance and Accounts.

 

Knowledge: Should have clear concept on Organizational Financial  issues and programs of different sectors facilities.

 

Skills:

1.      Good communication skills both in English and Bengali

2.      Ability to interpret report writing skills in Bangla and English

3.      Master of  Computer knowledge on MS-Word, MS-Excel, PP & Tally and other relevant  software is a must for this job

Academic: Master Degree or Bachelor(4years) degree from recognized University on Accounting or Management

Salary & Remuneration: 60,000.00/month (+/-) or SDA Organizational Salary Structure
